Primary Purpose
You will lead a small team and collaborate widely with colleagues across ITD in the delivery of procurement projects providing IT procurement services, including planning, development, sourcing (incl preparation of tender documentation and contracts, evaluation plans and reports), procurement project management and risk management, to meet business needs.
 
Essential skills and experience
 
·         Lead the development and implementation of policies, procedures, systems and performance management frameworks for all procurement related activity to ensure a high level of professional practice and deliver compliant, effective and efficient procurement outcomes
·         Develop and implement procurement plans, strategies and tender documents to meet IT needs, enhance stakeholder engagement, and challenge and motivate providers to optimise service outcomes
·         Partner with stakeholders to develop innovative supply strategies, establish supply arrangements, lead high-level negotiations and manage procurement activities to deliver value for money outcomes
·         Provide authoritative advice to key stakeholders on all aspects of the procurement function to encourage innovative practices, achieve delivery of business outcomes and support policy directions
·         Apply procurement governance and risk management frameworks to ensure compliance, manage risk and improve procurement activity and performance
·         Provide advice and recommendations to senior management on IT procurement, including the effects of changes in legislation, regulation, financial impacts and trends within industry.
  Key challenges
·         Contributing to the delivery of cost effective IT service delivery via the development and implementation of a procurement centre of excellence, while at the same time maintaining probity over all procurement related activities
·         Developing and implementing strategies to build capability in procurement, given the complex legislative and policy environment and the great diversity of factors, including the dynamic nature of supply markets, that need to be considered in many procurement decisions
·         Maintaining current knowledge and expertise of software, hardware and emerging technologies given the frequency of change and development within the IT environment
